That would have to be Santa Claus versus the Martians
That said, does it have to actually involve Santa, because this could be a good time to break out the Silent Night, Deadly Night series

Hmm. There are so many bad ones. But the ones that are just so bad that they rise above normal badness. The ones that have a budget and potential. There are lots I don’t like. (I got stuck watching The Santa Clause yesterday for instance)
I actually saw Santa Claus vs. the Martians as a kid at a matinee. I recall enjoying it, although I was six at the time. One of these days I need to see it again.
I never saw the other ones typically mentioned: Santa Claus the Movie; Jingle All the Way; Ernest Saves Christmas; Surviving Christmas; and probably a few others I’m forgetting. Typically I’m not up to laying down money for a movie I know I’ll hate. (Although inexplicably my wife and I saw Ballistic: Ecks vs. Sever - arguably one of the worst movies I’ve seen)
But here’s one I have seen that is widely acknowledged as horrible. The Star Wars Holiday Special. Santa shows up at the end.

As a brain cleanser (after the horrid viewing), may I recommend?
Fay’s 12 Days of Christmas
Regrettably not on DVD (yet, I hope!) But probably the most brilliant christmas special ever. I checked it out from the library on a whim about 10 years ago and I see it every year. This tape alone is worth keeping a VCR around for.

There is only one possibility:
Santa with Muscles.
Starring Hulk Hogan (in the titular role) as a generic evil billionaire who gets amnesia, decides he is Santa Claus, and proceeds to defend an orphanage from another generic evil billionaire with, um, his muscles.
As an added bonus, the supporting cast consists of Ed Begley, Jr, and Clint Howard.
